Cindy Elsberry, Ed.D.
Former Superintendent of Horry County, SC & Talladega County, AL
Dr. Elsberry is an independent education consultant. She has presented at local, state and national conferences including the National Association of School Boards, International Society for Technology in Education, Consortium for School Networking, South by Southwest, and the Personalized Learning Summit. Prior to consulting, Dr. Elsberry served as Superintendent in Horry County Schools, South Carolina’s third-largest school system, for six years. Horry County – a diverse, high-poverty district with over 40,000 students – won national acclaim for its personalized digital transformation under Dr. Elsberry’s leadership, and was rated as one of South Carolina’s highest-performing school districts.
Prior to serving as Superintendent in South Carolina, Dr. Elsberry served six years as the Superintendent in Talladega County Schools in Alabama. She has also held a number of other teaching and educational administrative positions, including coordinator, principal, assistant principal, and teacher and has been an adjunct professor at the University of Alabama.
